This is Zalmai Shinwari, professionally I am psychiatrist, and I am working with HealthNet International TPO as MHPSS Coordinator in Afghanistan. Since May 2006 I am working in MHPSS field in different positions such as trainer/supervisor, team leader, project officer and MHPSS coordinator respectively at community, primary and secondary level.

Dr. Abdul Rahman Shahab, MD, MPH, and an ongoing PhD candidate in Public Health, serves as Afghanistan’s Deputy Country Director at HealthNet TPO. With over 22 years of professional experience in public health and nonprofit management across Afghanistan and Pakistan, Dr. Shahab has played a pivotal role in designing and implementing diverse public health initiatives. His recent focus lies in mental health and psychosocial support (MHPSS) and NCDs.

At HealthNet TPO, Dr. Shahab leads an expert MHPSS team, reinforcing the integration of mental health within the public sector’s primary healthcare program—the Basic Package of Health Services (BPHS) in Afghanistan. Committed to expanding MHPSS, he collaborates with UN agencies and the Ministry of Public Health (MoPH) to extend MHPSS beyond healthcare settings. Initiatives include launching the School Mental Health Program (SMHP), implementing Problem Management Plus (PM+), and integrating MHPSS into child and adolescent health programs. Dr. Shahab also spearheads research on mental health and non-communicable diseases (NCDs), leads the establishment of the MEAL framework for MHPSS, and fosters collaboration with other MHPSS entities.
